Alternator dont Charge - red warning lights are on

Patient is 88 5kq
Symptoms:
Car was working fine on Thursday. Parked it in driveway at 4 PM.
Started raining like hell at 5 PM.
Started car at 6 PM. Moved car to end of driveway and about 4 red warning
lights came on, including the battery light. OK, been here before - broken
alternator belt. Parked car and took the 100q to appointment.
Today, I put car on ramps.
Started engine and tested voltage at the alternator.
Big post -> 12.0 volts
small post - blue wire -> 1.9 volts
Swapped out the Voltage Regulator with a known good one -- same symptoms.
Note: I had a similar alternator problem in June, but the problem 'fixed'
itself. I swapped out the Voltage Regulator and that fixed the problem. I
put back the original regulator, and alternator still worked!
I put in the new Voltage Regulator, and the car has worked fine since June.

Maybe these two problems are related somehow?
While I do some reading on the subject, I'll wait and see what suggestions
you guys come up with.
