Yes, if you examine the diagram on Scott's website, you'll see that you'd
have to have both a bad check valve in the bomb and a bad relief valve on
the return line to the reservoir for the bomb to cause backup pressure in
the pump.  I suppose it's possible that a plug in the line to the bomb
could cause pump problems, but that's a different issue.
