***** To do the job right requires dropping the tank, cleaning it, removing
rust, and painting. It takes time to do it right.
Luckily, most of the work is done by chemicals and not brawn.

You can find many other stories using Google with appropriate search words.
Basically, you clean first. Then you use Phosphoric acid to get rid of the
rust and prep the metal surface. Then you Paint.
Por-15 makes kits for doing gas tank restores. Give them a call and ask
them.

I've had success on variuos projects with electrolytic rust removal. You can
fill the tank with electrolytic solution and insert an electrode. Leave it
for 24 to 48 hours and all of the rust will be gone.
I'll be writing a post on this method in the near future.
