Well, certainly not the whole dashboard.  Though you probably meant 
instrument cluster.  The gauge itself is a discrete assembly, can 
probably be bought new, or scavenged from a parts car/donor 
cluster/bought from dismantler.

Also check the wiring and the voltage regulator on the cluster board (if 
fuel gauge is fine, vr is probably good).
