Not that I'm endorsing this car (it smells funny, and that's over the
internet!),
it appears that the car has Euro aspro headlights, so THAT could explain
the discrepancy of the headlights vs. the turbo headlights. Otherwise you
are correct, especially if those are (they don't look like it though) DOT's.
