Horn blows the 25A fuse?

Yup, they are on the same fuse.  Great combo...

Probably not.  You could unplug them one at a time to see if the problem 
is just with one of them.

Replacement horns are cheap ($10 each?).  Replacing them can be yucky if 
there's 22 years of rust holding them on and hurting the connectors.
