General question - appropriate unloaded battery voltage

There are many factors- temperature, how long the battery has been  
sitting since it was last charged, whether it has been under any  
drain (ie various memories and clock), etc.

If I read correctly, he recommends checking over the battery  
(including testing specific gravity of the cells), charging it  
properly, removing the surface charge (ie waiting 12-24 hours) and  
then taking it to an auto parts store for a battery conductance test.
