Yes, and no.
To get to the other end of the heater hoses, you need to get the glove
compartment parts out of the way. Then, the A/C evaporator blocks
access. If you've ditched the A/C, not so hard, you can rip out the
evap. and get to the end of the heater core. If not, you're in for some
knuckle scraping.
But, anyway, if you pull out the glovebox plastic bits, you should be
able to see where the other end of those hoses go. You won't have to
undo the dashboard (by the way, it's not that hard to take out on these
cars).
