It might just be highly discouraged by the EPA or banned for all but the 
essential uses.  On a similar note, I just accidentally bought a solvent 
carb cleaner bucket about a year ago that was full of methylated 
solvents, hexavalent chromium, benzene, etc, etc.  I've since switched 
to a home brew hot tank cleaner that smells much better.
