To the best of my knowledge, AWD cars are exempt from the Dyno test here  
(Mass.). Just for the reasons that you describe. The better news is that  
beginning next year, all cars prior to '95 are exempt from the emissions test.  
Simply put, the reason for this is that the state gets 1/2 the fee. The  remainder 
is not sufficient to pay the time for the emissions test. The garages  are 
encouraged to do it on the belief in "future business". They don't want  "future 
business" on pre-'95 cars.
