Actually I bet it's '95 and older cars are exempt.  More likely the 
reason is that 1996 is the first year for OBD2.  My state, NC, 
switched to this a couple of years ago.  Now the emissions 
inspections are done an a special computer terminal and transmitted 
directly to the state. Check engine light on, you flunk.  Naturally, 
since you can't hook up a pre-96 car to the central computer, they 
are exempt (and they figure the older cars are dropping off the road 
like flies, so they will cause fewer and fewer overall emissions to 
worry about.)
