Turbo for 99 1.8T

I have a few questions on replacing a K04 turbo on a  99 A4 1.8T engine code AEB

Is there a preferred brand, Borg Warner or KKK?

Can you reliably rebuild these turbos?  I see rebuild kits for as little as $89.  The impeller seems to spin real nice and smooth.  It has about 250" end play and about .040" axial play.

The same turbo ranges in price from about $898 from ECS Tuning to $1400 at a local parts store. Is there any way to tell if you are getting a new or rebuilt?
