electric windows 4000

Having strange issues w/ the electric windows in my
1986 4kq.  All windows will work, then not work.  I
did notice that if I unplugged the rear window
switches in the front console, the front windows seem
to work ok.  Prior to unplugging the rear switches,
all windows will either work or none will.  Here in
the northest we had tremendous rain the last few days
and the little shelf by the drivers left knee had
water in it.  Is the relay and fuse  for windows
behind this shelf?  Anybody see this before?
