This is done on purpose, the spline is a hardened steel, so if the wiper
gets stuck with ice/snow whatever, the arm will strip and not the motor
shaft. 

In a pinch you can heat the nut and arm with a propane torch and fill
with solder.  I had to do this on a stripped VeeDub once, since these
things only happen hundreds of miles from home in monsoons on holiday
weekends.  ;-(

JB weld or epoxy might work too.
