This one (UK-spec 1999 B5 S4) doesn't...

Without actually going out in the cold and checking, I'd say that by far 
the most likely thing for the control signal to be doing is a simple 
voltage range, where (say) 0V would be maximum downward adjustment and 
12V would be maximum upward. Of course, these may be reversed, and it 
may be that the whole range isn't used. So you could easily replicate 
this with a variable resistor.

One word of warning though - I'm pretty sure that, in the UK at least, 
halogen headlights *must* adjust themselves automatically - you might 
want to check the deal in your jurisdiction.
