NAC - need someone who can read Russian

Absolutely NAC here (sorry), but if anyone can help me it will be 
someone on the Audi list.

I need someone who can read Russian. Someone has given me what looks 
like a lottery ticket, but I am not really sure what it is . . . I've 
taken digital pix front and back, and I'll e-mail them. I'd like to know 
exactly what this is.
