100S no start

I might disagree with the ignition switch suggestion...
The headlight behavior you describe is normal.
Parking lights only without ignition on.
Headlights on with ignition in run position
Headlights out when you twist ignition to start position to give more
power to the battery.
I'd say the ignition switch knows what position it's in because some
of the right things are happening.
