I do not know of any steel wheels that will clear HP-2s, but there are
enough alloys:

C5 A6 2.7T 5 spoke alloy- 16x7 ET45
C5 A6 2.7T 12 spoke alloy- 16x7 ET45
C4 S6 Avus 16x7.5 ET37
C5 A6 4.2 6 spoke alloy- 16x8 ET35
ATP S5 16x7.5 ET35
Mille Miglia Spider 16x7.5 ET35
Audi V8 BBS RG 16x8 ET35
B7 A4 base model wheel 16x7.5(?) ET45

Off the top of my head, all of these wheels will clear HP-2 calipers.

However, Lee was originally talking about BIRA system 2, which requires 17"
wheels- 996 calipers do not clear radially, axial clearance along the axle
line is irrelevant.

There are plenty of 17" wheels which will clear system 2 as well as HP-2
calipers.

If you're looking for OEM:
C4 S6 "Bolero" wheels- 17x8 ET40
B5 A4 "Bolero" wheels- 17x8 ET35
B7 A4 5-spoke 17x7.5 ET40
B7 A4 10-spoke 17x7.5 ET40
D2 A8 5-spoke polished forged 17x8 ET48
C5 A6 2.7T 5-spoke base wheel 17x7.5 ET35(?)
C5 A6 4.2 5-spoke "fat five" polished forged 17x8 ET35
B5 S4 Avus 17x7.5 ET45
C5 S6 Avus 17x8 ET35
