Yes the moving bulbs are 100% for real, somewhat commonplace actually. The 
problem is that it retains your stock housing, reflector, and lens. You can 
NOT safely just "drop in" HID bulb conversion kit into a housing designed 
for Halogen bulbs. The beam pattern is like aiming a 1,000,000 candle power 
spot light directly into the eyes of on-comming traffic. These types of kits 
are actually illegal in the US these days.
