Not knowing anything about the car in question... when I first read the 
post, I too thought of the ignition switch interlock.

But that is simply a way to prevent you from starting the engine unless 
you are in P or N.  There are usually brake pedal interlocks, too, so 
you also have to have your foot on the brake.  And they are usually 
electronically operated these days.

But as I think about it, I can't for the life of me see how something 
like that would affect an upshift.  An automatic transmission can take 
many things into account to determine shift points, but I don't think 
the position of the ignition switch would ever be one of them.

I would recommend transmission service (Drain and fill at least, with 
filter if possible, a full flush would be better) at a minimum, and hope 
that's enough.

Although the "stop car and restart" trick is sometimes working to get 
the tranny shifting again, the ignition switch is not the only variable 
involved in that process - you are, at the very least, putting the 
tranny into neutral or park and putting it back in drive again.
