I dont know if that particular unit is a scam or not.

but injection of any liquid that quickly evaporates, absorbing "heat of 
evaporation", is a very legitimate way to lower the temperature of the 
charge in your cylinder. Callaway provided liquid injection (that 
worked off the windshield washer mix) on its turbo kits in the 80s.  
More recently, one of the main benefits of Audi's FSI is the heat 
dissipated and spread more evenly by the direct injection of gasoline 
into the combustion chamber just prior to ignition.

So the basic idea is sound.  I actually like the basic idea.  Want to 
try it? Sprinkle water on a hot pot and see how much heat leaves.

I have no idea if that kits works. And looking at pictures for a minute 
wont help.
If you have a specific question, dont hesitate to push a bit harder.
