One thing a clogged cat will do is prevent revving.  Power might be ok 
at low revs.  And, yes, everything will heat up.  btdt...

That is the fuel tank vent line, which allows expanding fuel vapors to 
get absorbed (adsorbed?) in the charcoal canister, and from there drawn 
into the intake and burned.
