euro light wiring diagnosis help?

Euro lights installed 5 or 6 years ago using SUVlights
wiring harness.

This week I lost my low beams.  Checked my aux fuse
for the harness and found the fuse blown.  Replaced
the fuse and now both hi and lo beams are not working.

Multimeter indicates 12.6v from the light switch and
12.6v from the jump start terminal.

Both relays click when the respective switch is
tripped.  I have continuity to ground at the engine 
from the relay connectors.  If I jump terminals 30 and
87 on the relay connector voltage at the light is only
.03v

Not sure what I need to look for and I don't want to
rebuild my harness.

Could the copper wire have deteriorated to the point
of failure in 5-6 years of downstate NY/NJ saly winter
driving?

Replaced both main bulbs 2 months ago and just checked
the passenger side bulb which looks ok.

Looking for ideas.... good thing daylight savings time
is coming early this year!
