just a thought
golf 1 GTIs used to display similar internal metering head issues when
the mild steel filler neck rusted out allowing all sorts of gunge into
the injection
cure was to dismantle the metering head and clean it with a75% chance of
getting it back together again properly (no leaks etc) afterwards.
the mechanical part of the metering head comes off fairly easily though.
a known good 2nd hand one might be a way out.
otherwise it might be a sticky air flow plate / plunger so it's running
on the csv until it dies
if you take the air filter out and give it a good waggel before starting
it, does that do anything for you?
unless you have an air leak/crack in the boot/igloo
should you fancy a new one they seem cheap enough here

but the guy won't ship to canada
should you (or someone else) feel like buying one could you let me know
and we could perhaps come to some arrangement
