86 Coupe emissions

Well, I've just been slapped down by my local inspection stop. I failed
emissions. The tech said this car is not tested on a dynometer. It is
tested at high idle and low idle. The high idle was great. The low idle is
my problem. Hydrocarbons way too high.
This coupe has been sitting for several years and uninspected for the past
6. The gas is new, I put Berryman's fuel injector cleaner in it, just put
in a bottle of RXP today, but not sure if I have any other alternatives.
Any guesses? Should I run through this first tank of gas with all the added
goodies and then see what a new test reveals?
On another note, it appears that the fuel guage doesn't work. Is there a
sender unit in the gas tank that can go out or be fixed. Remember, this car
has almost no miles in the past 5 years.
