if you actually read the source pdf,

you'll see that the fees only apply to misdemeanor and felony convictions,
not tickets.  And while it is possible to get a felony speeding ticket, it's
nothing new and not very likely unless you manage to really piss off the
cop (and you're likely to be hauled off in handcuffs).
