air vent

Hi All
I have an 88 5KTQ and when I put the climate control in ECON the air comes 
out the defroster vent. I took out the glove box and when the car is off the 
solenoid defaults to the defroster vent but can be moved easily, but when I 
start 
the car and turn on ECON I can no longer move the solenoid. What is wrong?
