4kq bumper shocks

While messing around with some lighting issues I had my front bumper off a 
while back and noticed something odd on my 87 4kq.  Rather than having shoks 
for the bumper mounts they were just steel tube with the mounting flanges 
welded on.  They were genuine audi parts, but my 85' and 86' 4kq's have 
bumper shocks.  Is this a common occurrence or does my car have a european 
bumper mounts or some specialty weight reduction option?
