First, it lets less fluid pressure to the rear wheels to prevent lockup.

Then, it is supposed to lower pressure to the rear wheels even further 
as the car noses down in braking.  Works the other way if the rear is 
lower due to loading.  If it's one of the ones with an external 
mechanical actuator, at least.  I don't know if they ever used internal 
"balance" devices.
