94 100 quattro brakes

I had to replace the brakes pad on my Quattro.  Upon getting it back, the
pedal was substantially lower before the brakes would engage.  My mechanic
acknowledged the difference, was not satisfied with it, but could not get it
any better.

That was about 2-3 years ago, and my sense tells me pedal is pedal goes even
lower now before brakes engage.  Pumping it does not build it up so I do not
think it is a master cylinder.  Has anyone experienced anything similar or
have any suggestions.
