Well, I'd start by putting gauges on it and see if there seems to be
some sort of blockage. If the compressor is turning, that is about all
it can be. Look for excessive pressure. If the blockage is on the low
side, you might not see anything out of the ordinary. BTW, did the
shop see cold air out of the vents?
