If you find out that the bumpers ar made of ABS, there are a couple of ABS repair kits for whitewater canoes that mix together like epoxy that should bond.  I think it sets up as a gray color, but perhaps you could add black resin colorant to match the bumper.  Try one of the following sites:   www.madrivercanoe.com and go to outfitting or accessories(marketed under the Voyageur brand if you're cruising other paddling websites   www.noc.com and go to noc store and outfitting/repair.    www.nrs.com     www.cks.com
