IMO.. a complete engine is one that is ready to bolt in. with
accessories (no wiring). 
A long block would be complete short block + complete cylinder head and
oil pan and water pump (no manifolds)
A Short block is an assembled block nothing else

That all seems fair - I wonder if there is a general 'expectation' of
what would be included on an I5 engine that is complete?

Long block definition + both manifolds, turbo, distributor, flywheel.
Any of these considered in the 'gray' area?

I would expect any accessories (alternator, starter, AC compressor,
power steering pump) would be gravy, and probably not included?

As for the engine, it all depends on the seller for "complete".
Longblock is block and head complete, usually with oil pan and valve
cover(s) butnot necessarily. Short block is just the bottom end
complete.

The crack is a big deal, if it is to you. If it leaks, you hear extra
noise and loose performance, but not necessarily a lot. You can have
them welded. I've usually seen brazing done to fill the crack. And,
yes, it's very common.
