1. oxygenated fuel
2. longer warm up time spent running rich
3. heavier electrical load due to darkness, defroster, etc.
4. more poor traction situations
5. less cruise control use
6. cold dense air can make more power, one might use it
7. large diameter winter tires throw off the distance reading

While I tend to blame the RFG (1) most, I have noticed that I get worse 
mileage in rain, so (5) might be quite important too.  Or maybe the rain 
increases rolling resistance?
