Your local mechanics are simply not interested in the business because
unfortunately, this may very well not be a easy/quick fix.  Sadly, it
wouldn't be too surprising if the dealer couldn't even find the wiring
diagram for this model, given it's age.

Does the fuse blow as soon as a new one is installed?
If not, then what event causes it to blow?  Attempting to start the
engine?  While locking the doors?  Or some other time?  This might
help localize your search for the problem.

The climate control system is passive until you activate it while
driving.  The anti-theft system is passive until you try to lock the
doors from the outside with the key.  If there's a short in the wiring
relevant to the transmission that could be involved as early as just
turning the ignition to the ON position.  Or it might come into play
when you turn it further to try to start the engine.

Ultimately, this may be as simple as broken wires in the accordion
boot in the door jamb of the driver's door.  That's a really common
malady of these models.  The anti-theft system is activitated by
locking the door from the outside so there may be a short relevant to
that.

Do you do any of your own work?  To a mechanic, this type of stuff is
either a pain in the butt or a challenge.  It may help a great deal if
you could find someone who is familiar with these cars.
