I removed the rear most muffler from my 5ktq long ago. It was obviously
louder then stock, but not excessive IMO. Other's opinions or versions of
excessive could vary. My car now has only 1 "glass pack" resonator and it's
a good bit louder then when just the rear muffler was removed. It's still
not obtrusively loud by my standards.

I'd bet that removing both and installing your local muffler shops
recomended "quiet" muffler should be reasonable in both volume and wallet
re-sizing. Obviously try one car first and wait a little bit to make sure it
really doesn't bug you.
