I've *heard* that in Germany speedometers are required to read 10%
fast so that they
won't read slow when snow tires, which are often greater diameter, are
installed.
Fact or myth, I don't know, but I do know that my old Alfa read about
10% slow with
snows installed, which I should have interpreted as the car pleading
to be kept away
from road salt.
