If an AF wiki is set up again, it should absolutely use MediaWiki
software - it's the big entrenched game in town (it's what wikipedia
runs on). It's easy to use, and features can be "stolen" from WP and
elsewhere at will.
There's some crappy host that is optmised to run MW sites, that costs
about $5/month (paid annually in advance) *for low volume wikis*. If it
gets serious traffic they shut you down and offer to sell you an
outrageously priced option.
OTOH, I'm sure Marc Swanson would gladly host it for free (sorry if I'm
wrong), and could easily handle back end operations.
IMHO editing should be user-only and signup should be moderated. Sure,
it slows things down a bit, but stops the endless flow of wandalism.
