Strange light bulb failure

That was caused by arcing, not shorting out.  For a fuse to blow, you have
to short out AND exceed the rating of the fuse (hence the need for proper
fuse sizing).  That burning is dangerous (fire hazard) and was caused by a
poor connection allowing an air gap which caused arcing.
