If it is not the fluid level, it may be a bad electrical connection. I
believe the cap is also the electrical portion of the level sensor. If
it is sitting proud, it may give a false reading even if the level is
full.

If you do replace the reservoir, be prepared. It took me about 4 hours
to replace mine. There are only 4 hoses attached to it, and 3 bolts
holding it in place. But after loosening the hose clamps, there is
little room to twist and turn the hoses to get them off. It's either
bloody knuckles or mechanics gloves. And the bolts are not in the most
convenient places, especially when you try to re-install them.
