NF engine idle trouble

Now, I have replaced the complete fuel distributor on my NF engine. It works
just fine when I'm driving (not too rich or too lean anymore), but the idle
acts up. Sometimes it will idle at or above 2000 rpm, other times around 400
rpm. If I unplug the ISV when the idle is far too high, it will go back down
and be about right. When the idle is too low, if I unplug the ISV, it will
be a little higher, but still too low. I've tried cleaning the ISV, and the
problems actually became even worse than before..
Faulty ISV, bad vacuum leak, both or something else?
