There is no injector that can support 100% DC,  it's theoretically  
impossible.  You should be targeting full fueling needs at 80% DC at  maximum rpm.  At 
100% DC, the injector is static or semistatic, and you  will fall rich or lean 
respectively.  From the below, I'd say you want to  go with bigger injectors 
so your max PW is 80%. The biggest problem I see with  this is that WBO2's 
don't really help here, because they can't tell you what  your injector is doing, 
only if the fuel is rich or lean.  Fuel injectors  and springs have mass and 
close cycles.  What appears to be happening from  what I'm reading, is your PW 
is too narrow to allow injectors to pulse.   When they dump, so does the 
power.
 
I'd go fuel injectors first.  For ignition, I'd make sure your rpm  sensor 
can count the FW teeth.  When the teeth wear enough, you can get  goofy readings 
there.  But I'd put in 20% larger injectors first...
