One other thing to check is the quantity of fuel going to the pump
itself. I've had several tanks where the metal screen in the tank
rusted and plugged up. This gave me a noisy pump, and eventually,
cutting out/stalling. After exhausting all toher possibilities, I
stumbeled across it accidentaly. Anyhow, long story short, you can
check it simply by pulling the line that feeds the pump and see what
sort of stream you get out. It should be steady the size of the ID of
the feed tube from the tank. If not, it has some sort of blockage. I
dealt with one that was barely a stream 1/8", and this was with a full
tank. It took a day and a half to drain :(
