No fog lights

The fog light relay should be in the relay panel under the hood, which
is on the left side of the cowling area.  Relay position 4.  There is a
location diagram underneath the cover.  

However, depending on the VIN of said '95 A6, there may not be a fog
light relay.  I remember looking into the schematics for my '95 S6 and
for whatever reason, Audi decided to wire them up without a fog light
relay for early '95s.  My Sept '94 build S6 falls into this category.
It was only for the first few months of production and the VIN break is
4A SN048659. The 92-94 C4 chassis had the relay, as did everything from
SN048659 on.

You might also take a look at the fog light switch itself, including the
rear fog light switch.  The rear fogs are wired such that you it will
power the fronts whenever the rears are on.  Which, while I understand
the logic, is a bit annoying as I can't use the rear fog light to flash
somebody behind me without simultaneously flashing somebody in front.
