rear wiper issue

Hi Folks,

I have a 98 B5 Avant.  When I hit the rear wiper on, it will sweep to
the right normally, but on the way back it will stop for a second half
way across the rear windscreen and then stop, awaiting for the timer
to activate it again.  However, when i am hitting the wiper to run the
washer, it sweeps without any hesitation.  Is it the switch?
