I've never heard it in this context either.  It usually means an
orchestrated "grass roots" political demonstration which is staged, I
believe the word was invented to describe "spontaneous" demonstrations by
paid demonstrators.  Fake "grass roots" = fake grass..astroturf.  I guess
the word has morphed to mean fake reviews on web sites too?
