Golly, gee ... Thanks Brett!

I hope I have a chance to talk down some attempt by your state legislators
to pull a fast one on the citizens of your state some time.  In large part
the method by which the change is being attempted is the issue being called
on the carpet.  

I know nothing of the emissions testing requirements of the state you live
in, so I won't attempt to say what is good or bad about them.  Hey those old
POS's can start emitting any time, maybe we should require weekly testing
... 

In California, if you have a car that is older than 1976 it never has to go
in for testing ... so this new law would likely have little difference on
overall reduction for gross polluters.  I'd argue that the state law which
exempts newer cars from any testing for the first few years leave them wide
open for illegal mods which might well create far more "environmental
destruction" than the few older cars impacted by the new law ...

For decades, states had annual emissions inspections.  What's the  
problem?

Also, I don't buy that crap about "small proportion of vehicles"-  
these days, one car older car in bad condition can put out emissions  
an order of magnitude greater than a several-year-old LEV/ULEV vehicle.
