Audi 200 1991 10v tqm

Speedo gauge works intermittently, sometimes it bounces..sometimes it is
dead on the speed.   Tach is much worse.mostly not on at all.  I gather this
is typically solder joints on the gauges?  Is this correct?  Will I have to
pull dash to get cluster? Do ihave to pull the steering wheel? (I am now
beyond afraid)
