95 A6q avant Central Locks and Alarm gone berzerk

Mike, I'm not sure if central locking is accessible via VAG-COM. I'd start
there, if possible. The disconnecting the battery trick should reset a
faulty module.... I'd try again... this time make certain the alarm isn't
armed when disconnecting the battery... then after leaving it disconnected
overnight (or at least an hour), connect the +12V battery cable to the
ground cable by touching them. This should dissipate any capacitance left
in the systems. Then connect the battery and re-code your remotes.

At least, that's where I'd start. It's certainly possible you damaged the
control module with a low voltage.
