Power Issues - 2002 VW Passat - 1.8T

well, if it had an engine transplant, one would assume pretty much  
everything had been changed and checked, but who knopws?

So I'd begin with:

- torn or loose pressurized hoses
- hyperactive waste gate
- mass airflow sensor that is miscalibrated
- plugged exhaust , likely cat
- some vacuum leak among the many tiny vacuum lines and connectors -  
smoke testers are handy here

This is btu a stream of conciousness laundry list.
